Definitely cracked ice. For US citizens wanting to migrate to many other countries around the world and want to apply for citizenship or residency they have to go through a lot of red tape. And most enforce their laws. Why should it be any different here. In fact many country require you to know their history and constitution (if they have), and show proof of finances so you won't be a liability to the state.
