The problem is the fuel shut off solenoid. At low voltages, it doesn't have enough oomph to open. When you crank the main engine, you get a full 13 to the solenoid.
You can slide the tray out in a pinch and hold the solenoid open. It's on the passenger side of the engine tucked behind the injector plumbing.
