Hi, just a suggestion, but how about one of those steam blasters, the kind they use for cleaning tile grout etc. I have never tried one but they look like they would work pretty good for nooks and crannys, if you were to clean the grooves and weather strip out first then like Jon suggested use a dry silicone lubricant those windows would probably almost open themselves.
