Very perceptive to notice this, and worthy of an explanation.
Newell started sequential production numbers for tracking coaches in their internal data system in 1983. For maximum usefulness, this production number also became the last four digits of the VIN.
In recent years, people began to assume that the coach production number/VIN reflected the total number of Newells built since the company was founded in 1967. Not so, but hard to get out the word. So beginning with 1213, the production number/VIN was moved ahead to reflect the actual coach number since the first Newell was built. We are currently completing 1229.

We can perceive Coach numbers ;
~ 2007 Coach Number 814
~ 2007 Coach Number 1213
In the same manufacturing year ! That's a whopping 399 Coach later !
And we were all told that only 44 conversions per year were ever built !
