Default Water Heater Issue

I have a 10 gal Suburban hybrid (gas/elec) water heater. We are currently in cold weather in Denver. Last night it was a bit windy and the water heater kept firing and shutting off, over and over again. I chalked it up to the wind and shut it off for the night.

This moring there is a light breeze. I started the water heater again and it did the same thing, maybe 5 times, then finally stayed on for 20 minutes or so, then shut off again and started up again.

I have plenty of gas. The heater has been running fine and stove are running fine.

Is this just a wind issue? Is this a common problem?
