David, I'm not sure if they still used the Saginaw (GM) tilt/telescoping steering column in 1989, but they are notorious for loosening up. I was able to repair mine with a couple of special tools and the following link: http://www.crankshaftcoalition.com/w...ck_Rebuild.pdf

The steer gear on mine is a TRW HFB70 . I had it rebuilt at Power Steer Inc.
Also, there are 2 ujoints at the bottom of the steering column that never get greased, & that could be the problem.
Also, the tie rod at the axle end of the drag link was bad.
Also, I had a loose wheel bearing.

I have an issue with over-steering, that is I have to make frequent slight movements in the wheel. I found a loose tie-rod which helped some, but I am thinking of changing the toe-in from 1/16" to 3/16". I can put up with a little tire ware if the drifting is stopped. Any comments?
