Default Tag axle help! Do I chain one or both?

Say, I'm driving down the road and boom a steer tire blows. I have everything I need to switch a tag wheel to the front and mount the blown steer onto the tag. If this happens I know I have to chain up the tag but what about the tag on the opposite side? Should I leave one down with the airbag inflated or chain it up?
