Water Heater Works Intermittently
I have power on both sides of the switch under the cabinet, but none at the Water heater. Any suggestions?

What's your water heater brand? Are you talking about the 120 Volts for the electric heating element or 12 Volts for the control board and gas igniter?

The 120 at the switch on the heater is where the power is not getting to. My guess is that it runs thru a breaker, and I guess from there it goes straight to the water heater.
