Default Wiring two 130 watt Kyocera solar panels

I have two 130 watt Kyocera panels. My friend and I picked them up together, and he seems to remember that I am supposed to wire them in series to make 24 volts, but I am not sure this is correct.

He says is if I wire them in parallel, I will only pull power from one panel. What is the correct way to wire two panels together?

Most solar panels should be wired in parallel so that the voltage remains at 12 volts (actually they are probably 15 volts) and the amperage is doubled. Doubling the amperage will reduce the time it takes to recharge the batteries. You will need a controller between the solar panels and the batteries.
