Strange Device!

Hi everyone!

My friend bought a 2001 Newell coach he noticed a strange device that attached to the left of the staring wheel -please look at the photo attached-, when he calls to ask for it they said that its for the turning power, he did not understand exactly why it is for,,,, I tried to search but did not find!
Would you please help me knowing this device?

That is the control panel for the Howard Power Steering Control system. The unit can be adjusted to hold a straight course with a constant side wind or to compensate for the crown in the road.
