L.P. tank overfill protection device (O.P.D.) Does my 40 ft.'84 Newell have the newly mandated overfill protection device on the 49 gal.LP tank? Am I going to need one?

No problem. Your 1984 Newell came equipped with an overfill protection device (OPD). The April 2002 mandate was for portable cylinders. Overfill protection devices have been mandatory for motorhomes for over 30 years.
