You can adjust the water height by adjusting the flush timing cycle. Turn the air pressure regulator mounted on the wall under the vanity. The regulator is a 3" x 1" brass cylinder with a 3/8" knurled knob on the end and a couple of air fittings and hoses. Twisting the knob will adjust the toilet cycle time and the amount of water dumped into the bowl. The water level should just over the flapper.
