I think that depends on the context and who is making the claim. The RV park can make the claim more or less at whim. In the minds of some owners that could be a "swimming pool" (with or with out water) and a game room with 2 ancient arcade games and a card table. For me to consider it a resort, it has to be in a recognized resort area or be relatively self contained and have some legitimate activities available on site.
