it all is in the eyes of the campground owner. I also think the area of the country the campground/resort is in plays a significant part in what it is called.
Does a pool make a resort? We have a resort an hours drive from here. It has many many pools, an arcade etc, but no cement pads and dusty dirt roads. Nice yes, but doesn't compare to some of the resorts I have seen in other areas of the country that have cement pads and asphalt roads in addition to the many pools .
