Default At What Temperature Is Considered Cold Tire Inflation?

With the weather rapidly cooling down for winter I noticed a large drop in cold tire inflation. So much so yeasterday morning (maybe down to 39 F. through the night) my tire pressure/temperature set off the low pressure alarm. As it was just below (1 PSI) the cold pressure I just drove for about a mile and the pressure bumped up a degree or two and it stopped. But this lower reading was 6 PSI lower than my set cold pressure.
Is it spec'ed at say 60 degrees normally or what?
