If you end up with moisture in the propane tank, usually it is because the propane manufacture is not drying it correctly. Usually this does not happen.

What happens with the fuel tank is the air above the tank expands and contracts. each time it takes in more air (on a cold day or high pressure system in the weather) is moisture laden air enters the tank, and dry air leaves. With a full tank of fuel, it is much less than one cubic centimeter of air that can go in or out daily. Yet with a empty tank a cubic centimeter per day for a year can lead to some moisture getting into the tank.
