Default Filter up front?

I am trying to figure out what this is. It looks like a filter for something. Location is just behind the front bumper on the passenger side with two lines in and out about 1" dia.
Could this be a coolant filter? Looks like it was pushed up a bit from its original position.

Looking closer I can see that it has ac lines.
Do you have what looks like a pump in the same area? Maybe it circulates the coolant through the system and or dash heat?
