Default Local Water Mineral Content Would A Softener Help?

I have spent some time in areas where the local water has a LOT of minerals that has caused some problems with the water heater in particular. This is even with treated community water. Would a softener do something to alleviate mineral problems? I don't need a lot of detail now just the basics.

The problem minerals in water are calcium and magnesium. A water softener will remove them and keep your water heater mineral free but not dirt free and so even with a water softener you need to flush out the heater tank periodically.

Use a sediment filter, and thoroughly flush my water heater at least every 4 months ...and get an amazing amount of crud out when you do...

Unfortunately softening water doesn't remove the chemicals, it just changes the calcium minerals over to sodium minerals that don't precipitate out when you heat the water in the water heater.
