Water damage under window, fix suggestion?
What are the interior walls made of?

Should be a good grade of plywood with a thin layer of sheetrock mud to even it out, then the wallpaper. Maybe just plywood. You should be able to cut out the bad wood once you pull the window and replace it. Or if it's not too bad use something like West system or some of the products from rot doctor.com
