Try plugging in an external speaker. There should be a jack on the back.
Also check: Sometimes, people disconnect the internal speaker when they use an external speaker.
Take off the bottom cover and see if the speaker wire has been disconnected.

On the one not receiving is there any meter indication of reception? If there is an indication then the suggestion above may well work. An additional issue is the volume control possibly kaput. If no indication of reception on the meter. Check all the switches and antenna connections.

10-9?
I went to Radio Shack and bought an SWR Meter (or you could borrow one. This Meter will help check the Coax, Antenna and Connections.

It is sometimes cheaper to just buy a new radio. Paying someone to fix a cheapie radio can get expensive.
