Thinking of installing the Blue Ox baseplate on my Wrangler, and the tow bar and wiring on the Newell. Thoughts from those who have done this themselves on the difficulty? Any recommendations on a good quality brake system. Local RV dealer wants $700 to install just the base plate.

I've installed baseplates on a Jeep Liberty and a Chevy Z71. Both were fairly easy, just use jackstands if you do it yourself. With another set of hands it is much easier.
I use the ReadyBrake surge brake system on my Z71 and used it on the Liberty. Easy to install and simple mechanical system.
I have installed Base Plates as well for our tow cars and found it straight forward. The issues may come when you need to do the Wiring.

I have installed base plates on three Honda Odysseys, two Ford Aerostars, and you will find the instructions very clear. Should be much easier on a Wrangler. As to tow bar, I suggest you get one that is called All-terrain which makes it much easier to unhook when in a bind. As to brakes, I wish I had Air Force One by SMI Manufacturing. A recent seminar at the FMCA rally convinced me that this is the best and requires nothing to be done when hooking up the tow. For tow lights, I have go to wireless magnetic lights.
